Four Republican senators said they plan to vote to buck Trump's emergency declaration and others are privately mulling their decision, but Politico reported Republicans are seeking Trump's support for the Article One Act in exchange for voting against the disapproval vote on the border declaration. If it stands, the declaration would let Trump divert $3.6 billion from military construction projects to build border barriers, even though Congress had voted to limit him to less than $1.4 billion for barrier construction in the budget. The way this likely ends, the senator said, is the Senate votes on Thursday on the resolution of disapproval and GOP losses are around what we've been reporting for the last few weeks - somewhere between 10 and 15 Republicans. That would be enough to kill the resolution in the Senate, provided no other Republican senators oppose of Trump's declaration or alter their position.

The disapproval resolution passed the House with a vote of 245-182 with the help of 13 Republicans.

Still, it would call attention to congressional opposition to one of his chief campaign pledges: building the wall.

Senate Republicans are panicking big time as their moment of truth approaches and they have to choose between Donald Trump and the U.S. Constitution. Since the Democratic-run House voted last month to block Trump, Senate passage of the resolution rejecting the border emergency would send it to the White House, where it would face a certain veto - Trump's first.

Thursday's vote could mark the second time this week that members of Trump's party have rebuked him on Capitol Hill.

If the Senate sends the resolution blocking Trump's border emergency to the White House, Congress would be highly unlikely to muster the two-thirds majorities needed to eventually override a veto.

That would give Republicans who are uneasy about the constitutionality of the February 15 declaration - yet nervous about publicly rebuking Trump - some political cover to side with the president.

Schakowsky said, "We need to get rid of Donald Trump and I don't think impeaching in the House is going to do it and so we need to do it by the 2020 election". "I will be voting to terminate the latest emergency declaration". The official was not authorized to publicly private conversations and spoke on condition of anonymity.

Republicans have also voiced concerns about the precedent that could be set for future Democratic presidents to declare national emergencies on any number of issues. That vote could well occur after Congress returns from a recess later this month.

The senator cautioned that Trump's position may still change - "It is only Wednesday, and it is the Trump administration".

Sen. Rand Paul (R-Ky.), a Trump ally who has signaled that he opposes the president on both the declaration and the war in Yemen, said it's "good for the country" that lawmakers are taking steps to reassert Congress' constitutional powers of the purse and the power to declare war.
