United States of America wants Russian Federation out to take control of Venezuelan oil

The pro-government Supreme Court has barred Guaido, who is calling for large anti-Maduro street protests this week, from leaving the country.

He added the threat of USA sanctions, including cutting off Venezuelan oil revenues, contributed to Maduro's apparent softening stance.

On Jan. 28, the United States imposed sanctions on Venezuela's state-owned oil company, Petroleos de Venezuela SA, that could potentially deprive the Maduro government of $11 billion in export revenues over the next year.

Last week, a group of soldiers rose up against Maduro while Venezuela's military attache to Washington deserted the president on Saturday.

He said the talks could be held with mediation by other countries.

Vice President Mike Pence also met Tuesday with a new Venezuelan envoy appointed by Guaido, Carlos Alfredo Vecchio.

The sanctions do not prohibit deals between PDVSA and major U.S. oil companies operating in Venezuela, including Chevron, Halliburton Co and Schlumberger NV.

In an interview with Russia's RIA Novosti agency, Maduro said he was willing to negotiate with the opposition and, mockingly, even offered to bring forward parliamentary elections.

The activity of Rosneft, headed by longtime Putin associate Igor Sechin, is a major element in Moscow's close ties with Venezuela.

"I worry about the credibility of the United States suffering if Maduro doesn't fall", Murphy said.

The 35-year-old opposition lawmaker declared himself Venezuela's acting president last week on the grounds that Nicolas Maduro fraudulently won a second term in office last year.

The United States and several other countries have recognised Guaido as Venezuela's legitimate head of state and denounced Maduro as a usurper.

The proposals were still being offered, but it was unclear on Tuesday whether the approach of using intermediaries or swaps would avoid violating US sanctions, the sources said.

"If the people in Venezuela want to continue to sell us oil, as long as the money goes into blocked accounts we will continue to take it".

US National Security Adviser John Bolton, in response to Saab's request, tweeted that "there will be serious consequences for those who attempt to subvert democracy and harm Guaido".

That followed the United States' decision to hand control of Venezuela's USA bank accounts to Guaido, barring Maduro from accessing the funds.

In 2017, the most recent year that data were available, Venezuela accounted for about 6 percent of USA crude imports. "Otherwise, we will not be buying it", he said.

"I am carrying out my duties as commander-in-chief according to the Constitution consolidating the national Bolivarian armed forces", he said.

Many people are going hungry, while inflation has skyrocketed and left basic goods unaffordable. Brent crude futures gained 88 cents, or 1.4 percent, to $62.20 a barrel.

PDVSA's US -based subsidiary, Citgo, which refines Venezuelan oil and sells Citgo brand gasoline in the USA, will continue to operate as usual. The new USA special envoy for Venezuela, Elliott Abrams, also attended the meeting, a White House official said.

But the United States is Venezuela's largest crude importer, ahead of India and China.

The sanctions could cause problems for Venezuela when it comes to servicing its sovereign debt to Russia, which stands at $3.15 billion, Russian Deputy Finance Minister Sergei Storchak told reporters on Tuesday.
