USA to suspend nuclear treaty obligations because of Russia’s ‘cheating’

NATO formally accused Russia on Tuesday of breaching the 1987 Intermediate-range Nuclear Forces (INF) Treaty, which rid Europe of land-based nuclear missiles, issuing a statement that supported USA accusations of Russian violations.

"The United States declares today it has found Russian Federation in material breach of the treaty and will suspend our obligations as a remedy effective in 60 days unless Russian Federation returns to full and verifiable compliance", Pompeo said at a NATO meeting in Belgium.

USA arms advocates say the 60-day window announced by Pompeo provides a last chance for the United States and Russian Federation to negotiate a deal, possibly including mutual inspections of each sides weapons systems, but they doubt there is much political will in Washington or Moscow to do that. "We expect the same of our treaty counterparts everywhere - and we will hold them accountable when their words prove untrustworthy", he said.

"It has to be fully implemented, so I hope that the time that is there to work on preserving the treaty and achieving its full implementation can be used wisely from all sides, and we will definitely try to make our part to make sure this happens". But NATO allies, led by Germany, have managed to persuade US Secretary of State Mike Pompeo to give diplomacy one last chance before Washington pulls the plug on the historic accord.

China, North Korea, and Iran are not obligated by the treaty's limitations, and, "This leaves them free to build all the intermediate range missiles they would like", he said.

"In light of these facts, the United States today declares it has found Russian Federation in material breach of the treaty and will suspend our obligations as a remedy effective in 60 days unless Russian Federation returns to full and verifiable compliance", the secretary of state said.

Britain's chief of the defence staff, General Sir Nick Carter, has also said Russian Federation is in breach of the agreement - telling MPs "we need to call them out" for a deployment of "systems which break the 500km to 5,000km range".

"Russia's violation of the INF Treaty erodes the foundations of effective arms control and undermines Allied security".

"They are not going to change course on the basis of a USA threat to withdraw", Kimball said.

Stoltenberg said that he regretted seeing the INF come to a close.

Ukrainian authorities said Tuesday that shipping traffic has resumed on the Sea, but a senior U.S. State Department official said that at North Atlantic Treaty Organisation "no one would see that as a satisfactory move or the end of the matter".

The Secretary of State claimed that the U.S. was "upholding the rule of law" and was bound by its global commitments.
