Permit retail sales of marijuana and edibles subject to a 10% tax, dedicated to implementation costs, clinical trials, schools, roads, and municipalities where marijuana businesses are located.

Amendment 3, on the other hand, would have placed a 15 percent tax on weed you'd buy at a storefront, and a tax on wholesale bud.

In this way, Utah and Missouri joined a list that now includes 33 states where medical marijuana is legal. The constitutional amendment will allow patients with cancer, HIV, epilepsy and other conditions access to the drug.
