Wet and mild: Warm winter predicted for much of the US

They anticipate a weak El Nino but it could still mean a warmer-than-usual winter for those of us here in southern Wisconsin.

El Nino tends to generate an active subtropical jet stream that would hike precipitation across the southern half of the country, including in Southern California, where beneficial rains could swiftly morph into threatening flooding and mudslides.

The NOAA said that the Southeast, Tennessee Valley, Ohio Valley, and Mid-Atlantic all have equal chances for below-, near- or above-average temperatures. The last time there was an El Nino event, in the winter of 2015-2016, the Mid-Atlantic was hit by a blockbuster snowstorm.

This isn't ruling out one or two big snowstorms between December and February, but the latest forecast is showing additional moisture falling across the South, while the typically colder North can expect drier conditions. It is expected to be weaker than the El Nino that developed during the 2015/2016 winter.

Everywhere else across the nation is favored to be warmer than normal.

"From about, maybe NY and northward, that's all above a 40 percent confidence, so that's between a 40 and 50 percent chance that temperatures will be above average", says Mike Halpert, deputy director of the Climate Prediction Center at the National Oceanic and Atmospheric Administration (NOAA) in Maryland.

How confident should you be in this outlook?

"We fall either way during the course of the winter", Charleston National Weather Service Meteorologist Megan Kiebler said.

Because of the uncertainty in seasonal prediction, NOAA's winter outlook is probabilistic in nature, meaning that a range of outcomes is possible in any area.

Eric Kurth, a meteorologist at the National Weather Service's Sacramento office, said that although the north coast can expect average precipitation this winter, it will be an increase from the drier-than-average conditions of a year ago, which may help clear up some short-term drought conditions in those regions.
