Delhi cancels UNGA meet between Pak, Indian foreign ministers

Announcing the cancellation of the NY meeting, external affairs ministry spokesperson Raveesh Kumar said in New Delhi that the incidents "exposed" the "true face" of Pakistan's new Prime Minister Imran Khan to the world as well as Islamabad's evil agenda behind the proposal for talks.

Pakistan Prime Minister Imran Khan had written to his Indian counterpart, Narendra Modi, suggesting their foreign ministers meet in NY to try to break an impasse in ties.

While there are no dates for Qureshi's visit, Swaraj will leave for NY on September 24, and both the foreign ministers will also meet at the SAARC foreign ministers lunch on September 27.

India's foreign ministry, however, said the NY meeting between Swaraj and Qureshi did not represent a shift in New Delhi's relations with Islamabad.

The office of the Pakistani government's spokesperson also stressed that the words India chose to talk about Prime Minister Imran Khan were "against all norms of civilised discourse and diplomatic communication".

"I must distinguish between a meeting and a dialogue".

It noted that Khan had mentioned working on and taking a step forward to improve the bilateral relations between the two neighbouring countries, saying "if India took one step forward, Pakistan would take two".

However, Spokesperson Raveesh Kumar added that "it's a meeting, not a resumption of dialogue".

While India agreed to a meeting between the two foreign ministers, it did not accept Prime Minister Imran's proposal for holding of the Saarc summit in Pakistan that was originally to take place in November 2016.

"The refusal of India shows that Indian government is facing internal pressure", he said.

In response, India sent elite soldiers into Pakistan territory to destroy what it said were militant staging grounds, and Modi called Pakistan a "mothership of terrorism".

Though the Indian side readily accepted the offer, their external affairs ministry also clarified that "this is just a meeting, not talks or resumption of dialogue". With India's growing tilt towards the United States and Pakistan's closeness with China, the trust deficit between Islamabad and New Delhi is also growing.

India on Wednesday snubbed Pakistan for its inaction against cross border terrorism and said there will be no change in Indian position vis-a-vis South Asian Association of Regional Cooperation unless there is "an end" to cross border terror menace. India-Pakistan ties have nose-dived since then in view of a number of terror strikes by Pakistan-based groups.

However, the Ministry of External Affairs in Delhi said on Friday that since the announcement, two "deeply disturbing" developments had taken place that led India to call off the meeting.

"The best way to alleviate poverty and uplift people of the subcontinent is to resolve differences through dialogue and start trading", Imran Khan said last week.
