California sends net neutrality bill to governor's desk

Brown has not said whether he'll sign the bill, which would likely draw a lawsuit from the industry. Jerry Brown that would prevent broadband and wireless companies from favoring some web sites over others by charging for faster speeds and from blocking, throttling or otherwise hindering access to content.

Lindsay Chestnut of Baltimore holds a sign that reads "I like My Internet Like I Like my Country Free & Open" as she protests near the Federal Communications Commission (FCC), in Washington, Dec. 14, 2017, where the FCC is scheduled to meet and vote on net neutrality. After making it through the Assembly on a 48-25 vote in May, the Senate approved it this week 25-12. Jerry Brown's signature is the next step on a road that could lead to the U.S. Supreme Court.

"Internet users are still royally pissed off about the FCC's repeal. So when Donald Trump's FCC made a decision to take a wrecking ball to net neutrality protections, we knew that California had to step in to ensure our residents have access to a free and open internet", he said in a statement Friday.

"It is a really overdue bill", said Sen. SB 822 is the only state-level bill that truly restores all the 2015 net neutrality protections.

Medical devices and other items subject to federal standards would be exempt from the bill. The state Assembly approved a version Thursday.

After passing in the Assembly on Wednesday, SB-826 breezed easily through the Senate yesterday.

"President Trump didn't ruin the internet".

The Electronic Frontier Foundation, an advocacy group that supports online privacy, called it "a victory that can be replicated".

Net neutrality has been a major policy issue in particular for smaller tech companies, which say they stand to be disadvantaged by special commercial partnerships that internet providers could seek with large, established firms such as Google, Facebook and Netflix. The legislation "requires publicly traded corporations to satisfy quotas regarding the number of women on its board or face significant penalties, which is likely unconstitutional, a violation of California's Civil Rights statute, and a violation of the internal affairs doctrine for publicly held corporations", the statement says.

The bill's passage marks the second time in three months that the most populous state has sought to regulate companies on the internet. The stronger provisions were later restored.
