G7 leaders set to clash with combative Trump over tariffs, trade

French President Emmanuel Macron and Canadian Prime Minister Justin Trudeau vowed on Thursday to confront U.S. President Donald Trump over his tariffs on steel and aluminum, which Macron called "unilateral and illegal". They said was an essential forum for finding common ground and resolving differences.

Trump's imposition of steel and aluminum tariffs on his G7 partners, as well as broader disagreements on trade and climate change, are setting the stage for some tense face-to-face meetings here Friday after Trump's arrival at the Quebec summit.

The US president fears being lectured to by other world leaders and would rather spend the time preparing for his talks with Kim, according to US media reports.

Adding to the uncertainty is European anger over Trump's decision to pull the United States out of the global nuclear agreement with Iran. "In fact, we are the closest friends the United States has had in quite some time" referring to Trump's new tariffs.

"Since the beginning, I have done what Canadians expect of their prime minister".

Macron has previously accused China of pursuing hegemony in Asia.

In April, Canada tried to address what Trump said were concerns about Chinese steel and aluminum being dumped into Canada and then being shipped into the United States.

Macron said he has tried in vain to convince Trump to change his positions on various issues like climate change, Iran and trade, but said ultimately he can't make decisions for the USA president.

"The desire for all seven to sign a text can't be stronger than our requirements for the contents of that text", Macron said at a joint press conference with Trudeau in Ottawa on the eve of the summit.

"Our values and interests are built through multilateralism, including American interests", Macron said in a tweet.

Last June, the president confirmed that he would remove the USA from the Paris climate agreement, fulfilling a campaign promise he had made to voters.

Kudlow said allies should understand that Trump "will do what is necessary to protect the US, its businesses and its workforce", adding that Trump "has always said, and I agree, tariffs are a tool in that effort".

"We are all engaged in conflicts in Syria, in Iraq, in the Sahel, in different places in the world".

Asked about the state of US-Canada relations, National Economic Council Director Larry Kudlow acknowledged some short-term tensions, but said he believes relations between the two countries remain "very good". As a Cold War-era safeguard, the law permitted a broad "national security" exception, similar to the one in the WTO.

"I think the resilience of liberal democracy or resilience of free market economy is in question".

G7 leaders must not be afraid to reach agreements without the US, Macron stated, saying that "perhaps Trump doesn't care about being isolated but we as a G6 represent a real force".

"I would like to say Mr. Trump that the measures taken are counterproductive".
