Pompeo meets top North Korean official over dinner

The comments came as Secretary of State Mike Pompeo opened a second day of talks with Gen. Kim Yong Chol, who is often described as the right-hand man to Kim Jong Un.

Lavrov is said to have expressed his support for North Korea's plan to denuclearize, and invited Kim to Moscow to meet Russian President Vladimir Putin.

Trump said he was hopeful his unprecedented summit with Kim, who exchanged violent rhetoric with the us president before they began talking of a summit, would take place on June 12 as originally scheduled but left open the possibility talks would fall through.

"We are talking about a brighter future for North Korea, if it makes a smart choice", the State Department official said.

Kim Yong-chol is greeted by USA secretary of state Mike Pompeo on Wednesday in NY. "That is how you do these things". The main stumbling block is likely to be the concept of "denuclearization" - both sides say they want it, but there is a yawning gap between their definitions.

Kim Yong Chol was previously chief of the Reconnaissance General Bureau, a top North Korean military intelligence agency, and has spent almost 30 years as a senior member of the intelligence community. Then North Korea's Vice Foreign Minister Kim Kye Gwan, a longtime nuclear negotiator and senior diplomat, said in a statement carried by state media that the North was willing to sit for talks with the U.S.

Pompeo, a former Central Intelligence Agency director, led US President Donald Trump's diplomatic outreach to Pyongyang and has met North Korean leader Kim Jong-un on at least two occasions. It is unclear how he could ban Iran from peaceful production, yet allow North Korea to do the same.

Immediately after touching down, Mr Lavrov called for the phased lifting of sanctions on North Korea, suggesting that Pyongyang would not give up its nuclear weapons until the sanctions were scaled back.

Trump last week called off the summit after North Korea expressed anger at comments by senior USA officials.

In a dizzying turnaround less than a week after Trump announced the cancellation of the summit, Kim, the director of North Korea's United Front Department, which is responsible for inter-Korean relations, departed for NY from Beijing Wednesday.

"The potential summit between ↕POTUS and Chairman Kim presents #DPRK with a great opportunity to achieve security and economic prosperity", Pompeo tweeted shortly before Thursday's meeting began.

Kim Yong-chol, who is making his first USA visit, is the most senior North Korean on U.S. soil since Vice Marshal Jo Myong Rok met then-president Bill Clinton in 2000. That was a shift from last week, when Trump announced in an open letter to Kim Jong Un that he had chose to "terminate" the summit following a provocative statement from the North.

Asked whether the Kim-Trump summit will still be held on June 12 in Singapore, Nauert said, "That is what we're planning for", and, like the White House, affirmed that Washington will "certainly be prepared" even if for some reason it "takes place at a later date".

The report also details that Kim may offer "limited American investment in North Korea, particularly in infrastructure".

"I can say that we have just entered the gate of denuclearization of the Korean Peninsula", said Cho, a top adviser to President Moon Jae-in who has been engaged with North Korean officials in talks at Panmunjom truce village in the Demilitarized Zone. "We're looking at June 12 in Singapore". He was also a bodyguard to Kim Jong Il, the former leader and late father of Kim Jong Un, according to North Korea Leadership Watch, an affiliate of the 38 North think tank.
